Background

Challenge
Meaningful use stage 3 is the third phase of the meaningful use EHR incentive program. The Medicare and Medicaid Electronic Health Records (EHR) Incentive Programs have provided incentive payments to eligible professionals and eligible hospitals as they have demonstrated meaningful use of certified EHR technology. To help encourage patient engagement, meaningful use stage 3 includes an objective in which eligible physicians must provide access to EHRs to more than 80% of patients, with the option to view, download and transmit the records. As a solution provider, the client wanted to demonstrate MU3 compliance voluntarily for 2017 prior to the 2018 mandate.
Solution
The MU3 guidelines suggest meeting these requirements by providing API access to records. The client determined that this was the approach it wanted to take. Concentrix Catalyst was brought in to assist with API enablement and strategy through the design and validation of the architecture required to meet the MU3 requirements. During the engagement, Catalyst was able to work through the architecture and assist the customer with the selection and evaluation of APIM tools to secure and manage the delivery of their new EHR APIs. After a thorough process of defining selection criteria, evaluation and scoring, CA API Gateway and Portal were chosen for the project. Catalyst then assisted with the implementation and configuration of the platforms. In addition, Catalyst also assisted the customer with best practices for security, platform configuration and the delivery of FHIR (Fast Healthcare Interoperability Resources) transactions through the platform.
By selecting an APIM vendor and working with an API enablement expert like Catalyst, the client successfully deployed their solution a full year ahead of the 2018 mandate and was able to successfully achieve certification becoming one of the first to achieve Meaningful Use Stage 3 certification.
